Luxemburg is where the world starts: a medieval trade empire that industrialises into a nation-state over roughly a thousand years, and the pack built to construct it.
It is a creative expansion first. The block palette, the decoration sets and the building tools are all pointed at the same thing — making a place that looks like it has been lived in for centuries, from a mountain-pass castle to a rail terminus.
The lore side of Luxemburg is the founding of the Avari, the trade route through Bellum Castle, and the slow rot that follows. That part lives in the wiki.
